The Columbia County Home Ownership

TRIP Neighborworks is a non profit organization dedicated
to neighborhood revitalization and stabilization while
empowering residents with education and support in the
City of Troy and Rensselaer County. Programs include
Homebuyer education courses. We are a HUD-certified
counseling agency able to provide credit and budget
counseling, default counseling and HECM counseling.
We administer City of Troy and Rensselaer County downpayment
and closing cost assistance grants and the RPI and Russell
Sage Homebuyer Programs. We have a revolving loan fund
for repair loans to existing homeowners and those trying
to buy in Troy. We have a landlord training program
and a home maintenance training program presented free
of charge to anyone who wishes to attend and more. TRIP
Neighborworks HOC is only one of 65 NeighborWorks Homeownership
Centers in the Country and the only one serving the
Capital District Tri county area.

Affordable Homeownership Program offers
downpayment and closing cost upfront cash grants to
income-eligible first-time homebuyers for the purchase
of existing, single-family homes in the geographic boundaries
of City of Fulton, NY. All units must meet housing quality
standards and housing code and be in "move-in"
condition. The program does not allow for the pruchase
of HUD homes as these generally require substantial
rehabilitation. The agency takes a 10-year mortgage
on the property.

The Rural Opportunities program objective is to enhance
the ability of modest income families to become homeowners.
Our homeownership staff will provide assistance to all
families in one-on-one and group sessions. The homebuyer
education sessions will cover topics such as household
budgets, credit, the process of buying a home including
home inspections, looking for a realtor, and mortgage
process are just a few topics we discuss. During the
education sessions we will also have guest speakers
who are experts in their fields. In addition to gaining
knowledge about the homebuying process, we also will
place all "mortgage ready" families into a
mortgage loan that will best suit their needs. We work
with many lenders and have developed programs to assist
with down payment and closing costs.
Eligibility requirements:
1. You must not owned a home in the
last 3 years, unless you were a displaced homemaker
or a single parent while married owned a home with his
or her spouse or resided in a home owned by a spouse.
2. Income limits apply to each loan or assistance program
we offer. Income is based on number of people who will
be residing in the new home.
3. You must complete Homebuyer Education sessions through
Rural Opportunities, Inc. (Minimum 8-12 hours)
4. Have established savings history or the ability to
save a minimum of $1000 of your own funds.
5. Must show the ability to repay debts in a timely
manner, with most emphasis on the most current 24 month
period.
6. Must show ability to pay rent on time for the last
2 years.
7. Purchase within Genesee, Orleans, Wyoming or Livingston.
We have other HomeOwnership offices that cover other
counties if interested.

The Community Development Office assists
income-eligible, first-time homebuyers with incomes
at or below 80% of median income for Cortland County
(pursuant to HUD) who are eligible for between $8,000-13,500
for closing costs and "principle reduction."
Income eligibility is based on household size. Funds
for certain rehabilitation costs after purchase are
also available. Total funds provided as a "deferred
payment loan" and forgiven at end of residency
period. You may be considered first-time buyer if you
have not owned a home for at least 3 years, or if previous
homeowner with spouse, but are now a single parent with
minor child. Homes for purchase assistance must be located
in the City of Cortland.
